Guidance on assessing control

Would you like to know how an organization can assess whether it is

  • likely to achieve its objectives;
  • resilient enough to learn and adapt;
  • appropriately managing the risks it faces; and
  • appropriately recognizing opportunities and acting on them?


Guidance on Assessing Control describes eight principles and ten practical stages for people within an organization to follow in performing such an assessment. It is the third publication in the series on Control, Risk and Governance issued by CICA's Criteria of Control Board.

The word control has a broad meaning. It refers to all the elements of an organization, (including its resources, systems, processes, culture, structure and tasks) that, taken together, support people in the achievement of the organization's objectives.

"Controls" pertain to means, "control" to an end. "Controls" deal with facts, that is with the events of the past. " Control" deals with expectations, that is with the future. Peter F Drucker (Controls, control and management, New York, McGraw-Hill Inc.,1964)
